"Sovereign" has become a label US hyperscalers print on their European regions, so it pays to be precise. Digital sovereignty rests on four things: ownership (who ultimately controls the company), legal jurisdiction (which courts and statutes can compel it), data residency (where the bits physically live) and operational control (who holds the keys, staffs the sites and runs the network). A provider is only as sovereign as its weakest of the four.

Jurisdiction is where most offerings quietly fail. The US CLOUD Act allows American authorities to demand data held by US companies regardless of where it is stored, and FISA 702 adds surveillance obligations that no contract clause or "EU boundary" programme can override. If the operator has a US parent, your Frankfurt or Dublin region is European in geography and American in law.

What is an EU sovereign cloud?

A cloud whose ownership, legal jurisdiction and day-to-day operations all sit inside the EU — not just its servers. Data on a genuinely sovereign cloud is governed by EU law alone, with no foreign parent company that another government can compel.

Doesn't a US hyperscaler's EU region already count as sovereign?

No. An EU region of a US-owned provider keeps your data on European soil, but the operator remains subject to US law — including the CLOUD Act, which can reach data held by US companies wherever it is stored. Sovereignty requires EU ownership and jurisdiction, not just EU geography.
